L2 - ADDRESS AND COORDINATION OF THE DUTIES CONNECTED TO THE EVALUATION AND MANAGEMENT OF THE RISK OF FLOODS
The line of action aims to develop and strengthen, during the second cycle of flood risk management planning (2016-2021) pursuant to Directive 2007/60 / EC, the governance of the institutions involved in the planning and management of the risk of floods, also in consideration of the constitution of the district basin authorities as governed by Law no.221 of 28 December 2015 (Environmental Link).
In particular, support is provided to regional administrations and district basin authorities, through the elaboration of specific guidelines and methodologies and the realization of case studies and institutional support actions on desk and on the spot, aimed at less developed and intended for public operators of regional administrations and district basin authorities, agreed with the district basin authorities interested in sector planning for flood risk management and in the planning and design process of integrated interventions for risk mitigation and the protection and recovery of ecosystems and biodiversity.
Expected results
• Strengthening the administrative and technical capacity of all the subjects competent in the matter to guarantee, at national level:
- homogeneity in the progressive integration of sector planning tools in the PGRA (Flood Risk Management Plan) and in the coordination and connection of this Plan with scheduling;
- homogeneity in the assessment of the risk associated with each of the scenarios envisaged by the directive;
- homogeneity in the evaluation of the negative consequences deriving from floods in the context of the same scenarios, all taking into account the problems related to
climate changes.
• Improvement and integration of flood risk management planning pursuant to Directive 2007/60 / EC.
• Strengthening the administrative and technical capacity of all the competent subjects in the field aimed at encouraging the introduction of a homogeneous and objective evaluation model.
